# Plan tickets

Use the supplied plan, specification, or conversation. Inspect relevant code only to resolve gaps affecting the breakdown. Each ticket should deliver verifiable behavior and state its acceptance criteria and true blockers.

Read [slicing.md](slicing.md) for vertical-slice and wide-refactor guidance. Choose the smallest useful dependency graph; do not create tickets merely to mirror implementation layers.

Present titles, delivered behavior, and blocking edges. Reuse supplied scope and granularity decisions; ask only when an unresolved choice materially changes the plan. Honor a requested review checkpoint without imposing one on already authorized work.

Complete local ticket preparation by default. Read [delivery.md](delivery.md) for one-file-per-ticket local output or an explicitly authorized tracker workflow. Use existing tracker configuration; missing remote setup does not block local drafting. Preserve the parent issue and unrelated tickets.
