It is large. DataReportal counted 98.2 million internet users in Egypt in October 2025, a penetration of 82.7%, with 20.6 million people offline 2. The population was 119 million, and 56.5% lived in rural areas 2.
Social media user identities were 51.6 million, or 43.4% of the population, though they may not equal unique people 2. Cellular connections reached 121 million, equal to 102% of the population 2.
Wikipedia adds a long-run view: internet penetration was 24% in 2009 and 81.9% in early 2025 7. That article was flagged as needing an update in April 2022, so use it for the trend, not for exact current numbers.

How many Egyptians use AI assistants?
About one in seven working-age Egyptians used a generative AI product in mid-2026. Microsoft's AI Economy Institute put Egypt at 15.5% in June 2026, up from 14.8% in the first quarter, against 18.8% worldwide 3.
The measure covers people aged 15 to 64 and any generative AI product, not ChatGPT alone 3. It is a signal that assistants are growing but remain a second channel.
Search still runs on Google. Statcounter recorded Google at 96.41% of search referrals in Egypt in September 2026 and Bing at 2.52%, with Yandex at 0.52% 1. These shares exclude AI assistants 1.
Which Arabic should your pages use?
Use clear Modern Standard Arabic for the structure and facts, and let Egyptian Arabic colour the examples, headings and calls to action. The reason is in the language itself. Egyptian Arabic is a spoken vernacular with about 84 million first-language and 35 million second-language speakers, while Modern Standard Arabic is the state's official language 5. Wikipedia's own figures vary, so treat these as approximate.
Wikipedia says Egyptian Arabic appears in advertising, comics and some newspapers, while Modern Standard Arabic is the norm in most other written media and in news broadcasts 5. It also says Egyptian Arabic is understood across most of the Arab world thanks to Egyptian films and music 5. That helps if you sell beyond Egypt.
The article does not say how people write queries online, and we found no verified data on search in Latin-script Arabic. So do not guess. Test your category in Google autocomplete in Arabic script, and ask a native Egyptian writer to review each page.

When do you need English pages as well?
Add English when your buyers are companies, foreign clients or regional partners. Wikipedia describes Cairo as a regional centre of finance and commerce, home to the Arab League headquarters and regional offices of several UN agencies 6. Cairo had 9,801,536 residents in 2023, and Greater Cairo had over 22 million in a 2025 estimate 6.
A firm that serves exporters in New Cairo, or Gulf clients from Giza, can win with a clear English page next to its Arabic one. Give each its own URL and link them, as Google advises for multilingual sites 10.
Do not auto-redirect users by guessed language. Google's guidance is to link the versions so people can choose 10.
What does Egypt's data protection law require?
It requires licences or permits for activities that many sites treat as routine. Personal Data Protection Law No. 151 of 2020 is supervised by the Personal Data Protection Centre, a public economic authority under the Minister of Communications and Information Technology 4. DLA Piper reports that a licence or permit is needed to collect, store, transfer or process personal data electronically, and to carry out electronic marketing 4.
Electronic marketing needs consent, a clear sender identity, a marketing label and an easy opt-out. Senders must keep consent records for three years after the last message 4. Penalties include fines of up to EGP 5,000,000 4. Transfers abroad need a destination with protection no lower than Egypt's and a licence or permit 4.
DLA Piper says the Executive Regulations were recently issued but gives no date, so licensing steps may have changed 4. This is a secondary summary, not legal advice. Ask an Egyptian lawyer which permit your forms and email lists need.
What consumer and advertising rules apply?
Misleading advertising is actively policed. The Consumer Protection Agency's site reports that it referred two companies to the public prosecution over misleading ads, and that an economic court fined a company EGP 100,000 for one 8. The news items we saw carry no dates we could confirm.
The page does not explain the law in detail, and it does not name Law 181 of 2018 in the text we could read, so we describe no specific clauses 8. Before you publish price claims, before-and-after pictures or testimonials, check them with an Egyptian lawyer.
Claims you can substantiate are also the claims an assistant is safest to repeat.
Do app restrictions affect your plan?
Possibly, so do not build a lead process that depends on one app. Wikipedia reports that VoIP services such as WhatsApp and Skype have been intermittently blocked on mobile networks by the regulator since 2013 7. That article is dated, and we could not confirm the current position.
The safe design is redundancy. Offer a phone number, a web form and an email, plus any messaging app you use, so a buyer who finds you through an assistant has more than one way to reach you.
